With my 2002, pushing around 85000kms(50k?), the surging issues have been, at some points, violent.
I found in the past when I changed the battery, it seemed to get better. I always thought it was partially in my head. But, I recently changed my stator, and riding around the last week with conditions that would have been, in the past, prime surging conditions, the bike runs flawlessly.
So, for now, I am convinced clean voltage to the ecu,vtec controller,fuel injectors/whatever else might be effected makes a big difference on how ones vtec engagement works. I have a ricks r/r in the mail and another brand new yausa ready to go in. might as well go all the way!

At what rpm was your bike surging? I have a 2006 VFR800 with about 12k on it and it surges at about 2000-3000 rpm. I've heard fueling can be an issue, but I never heard of the stator being a problem.
I get a pretty bad surge when rolling on the throttle. It feels fine after the surge but it gets pretty dicey when I'm taking slow sharp corners and I have to slip the clutch to keep it from abruptly speeding up in the middle of a slow turn.
I've tried simple mods like disabling the PAIR and flapper valve but that had little to no effect. I'm willing to look into the stator if my symptoms are similar to what you were experiencing.
Anything is possible but changing out charging system won't make your bike operate better unless you needed to change a part due to low voltage so really an existing problem. So long as your charging system is operating within spec which means do the normal voltage inspections & if everything checks out then changing out parts will do nothing. I would say the change you felt was due to low voltage but you haven't stated why you changed out parts in the first place. The VFR does use allot of current & you have to remember the vtec transition fires up via a solenoid so if low current (voltage drop) could cause intermittent engagement, not to mention injector pulse & coils.
I have said it before & is my opinion that the surging that annoys most is caused by the CAT due to fume build up off throttle & the 02 sensor reacting to that situation, reason so many find simply fitting 02 eliminators solves allot of the problem. The 99% fix is remove the CAT by either cutting it out of standard headers or fitting aftermarket headers like Motad or finding a set of 98 headers.
The bikes come off the floor lean in the small throttle openings, Any fuel injector clogging will make the worse, dry or humid air can make it better or worse, including engine temperature.
Charging system no way, the fuel pump will operate down below 10 volts, by the time your bike runs out of voltage to cause to cause irratic issues, you'll lose the dash lights first.
Ive not ridden the 02 model, but honda revised the vtech in 06, reports were much improved, the main difference, vtch drops in and out at the same rpm on 02 model 6800 rpm, which is about 500 rpm higher than 06 model. The 06 model, drops in at 6400 rpm and drops out at 6100 rpm. The theory getting in earlier rpm wise, would create a smoother transition, not dropping in and out at the same rpm, would reduce chance of bucking of going in at out.
battery and r/r just arrived. should have them in by monday. when my stator went, i had terrible ridabilty as the thing died. bucked and surged. and my battery was a weak POS as well. and my rr was always giving different, weak voltages.
so, stator has been changed, r/r and battery is going in this weekend.
i know that doing my starter valves really helps my throttle tip in. and it seems when i put my good battery from my other bike into the vfr, it seems low rpm smoothed out alot. suddenly i was turning corners in the city without having to fear the kick as the rpms jumped.
but whatever. if it works for me, it makes me happy! :smile:
I had this problem on a Yamaha R1 a few years ago. When the TPS was adjusted more 'open' this problem fell away. I have used this on the vfr & I do not have the problem anymore. It is like the throttle bodies are now open & fuel/air can go into the motor. The motor is now smooth at the smallest throttle openings.
