I've found a 2007 anniversary model for sale that has damage on the left side. I looked at Ron Ayers and Service Honda and didn't see a replacement fairing for it. Does a pre-painted and pre-decaled lower fairing exist in nature? What about the red decal stripe?

Look at Bike Bandit or Discount Honda Parts. It exists and was around $400 last time I looked.
I guess I'm having trouble reading the parts. I see Candy Glory Red and Pearl Fadeless White, but nothing that makes me think it's the blue and white anniversary paint. The upper cowl is called Pearl Spencer Blue. Could it be #18 (Type 1)? It doesn't have a color associated with it in the description. In the diagram it looks like #18 is the whole assembly.
Yep, 18 is the whole thing. For the USA they only sold the Candy Glory Red and the R/W/B schemes in 2007.

Not sure what you mean... the model number you posted is correct for the left side fairing; it's just one piece. All the other little items shown are either the foam gasket for the radiator (item 3) or decals that come on the RWB. What's the $70 you are referring to?
That part # is $329 at Powersportsplus.com. They also have 5% off for the promo code of "meetsister" (at least they did this weekend) which would be $312, and includes free shipping.

So far, I haven't been able to find a way to just purchase the decal. That could be a stop gap measure until I could come up with the extra cash for the whole fairing.

Ah. Your original question was about the cowl, so I assumed that's what you wanted. If you're just looking for decals, you need a different fiche. Look for part 64224-MCW-K40ZA and that should get you close.

I was thinking about getting by with the decal for a few months until I could replenish the well and buy the cowl. If I can't get the price of the bike down to my purchasing budget, it won't matter. I may have to go with one of several solid color bikes I've found with excellent plastics and nearly a couple grand cheaper!
