H4 bulbs for low beams?

I noticed the low beams are H4 bulbs, which are a dual filament, but when my brights are on, the secondary 60w filament in the H4 low beams does not illuminate. The two high beam bulbs do illuminate.

So I guess what's why I'm surprised that the bike has H4 bulbs as low beams if it doesn't utilize the 60w secondary filament. Which makes me wonder if this is just my motorcycle and somehow both secondary filaments in the bulbs are burnt (they do not look burnt), or there is a blown fuse/relay that is not working correctly. Or, that's just the way it is designed, which makes no sense.

The Haynes manual says 55w bulbs for low and high beams, and does not mention a 55/60w bulb for the low beams. It just doesn't add up to have a dual filament bulb, which are used when the low and high beams share the same reflector housing, yet then having separate housings for the high beams.

Thoughts?

Yes that is right bulb and no the second filament is not used.
