Throttles Do Not Move/sticky Starter Button

I have left my 2002 VFR 800 with a friend who has sorted it in his outdoor garage for me for the last 8 months. The cheapo battery from Battery's Plus was less than 15 months old and was completely shot. I took it back to the place of purchase and was given a 20% discount on a replacement despite it being out of warranty. I installed the new battery, trickle charged to 1005 and the Bike started right up and idles perfectly. My next quest is to figure out why the throttle is stuck and only slightly moves. Has anyone experienced this before and if so what was the case and what was your fix? Any input is welcome. I am going to tear down the bike later by removing the side cowlings as well as pulling the air filter off to see if the throttle body might be gummed up. I am guessing it is safe to use carburetor cleaner to remove any gum build up if that is the problem. Thanks in advance.

Is the cable bound up? That will cause what you're experiencing....

Lift the tank @ you can access the TB cable plate on the left rear of the TB's. Check if the throttle cable will move this. If not try to move it with as lever, if it moves a bit, but throttle does not then it's the throttle cables. If neither move it then it's the TB's could be the outside mechanism, as the 6th gen is prone to rust there.
