Probably a dumb question but just changed the coolant and noticed after filling, idling, burping, cooling off and rechecking the level is just at the level at the top of the radiator-not up near the top of the cap. How "full" should the coolant be when topped off?

I can’t remember if there’s a diagram in the FSM but I’d “top-off” by filling the radiator. Put a paper towel in place to catch any coolant that’s displaced by the cap. Check the level in your overflow reservoir (left side) and make sure the level is between “min” “max marks when cold.
Once flushed, filled and burped. You only need to top up via the reserve tank. Ride and check the reserve tank level, no need to even worry about overfilling the reserve tank it will either be drawn into the radiator or can dump any excess overboard via the overflow hose. The radiator will syphon in or discharge what it needs to and from the reserve tank. The level should stabilise after a couple of good rides.
The Radiator cap only needs to be removed for the flush and fill process.
Service Manual states to top up via Reserve Tank.

+1 and don't get spun up on using "honda HP coolant" but that's another conversation.
I love how the FSM says all cooling services can be done with the engine in the frame. Does this mean there was one person who thought you had to pull the motor to flush the cooling system? LOL
