Do these HID light output both high and low beams? I'm asking because I re-wired my headlights so my H4 bulbs also operate as high beams when my H7s come on.

These bulbs are an HID replacement for the stock bulb, so they will operate whenever the stock bulbs do, if that answers your question. With your rewiring, they will be on whenever your bulbs are on now.
