I'm assuming that with two feeler gauges we should be able to, without the cam tool shown in the manual, to properly adjust the valves?

The answer is "maybe".
The tool is used to hold the camshaft tight up to the holder so you can set minimum clearance if there is more "play" between one side or the other causing the camshaft to "wobble". Some cams wobble worse than others. Depends on the machining done to the cam holders and heads and the difference from either side of the head(s). I've done big Sabres with little noticeable "wobble" and the tool is just a precaution and some where it's more pronounced. Just depends.

I agree with VF1000RS, I have done it with and without the cam tool, and on my '84 VF750F the difference is significant. Using the tool I seem to get better results, less noise, and can go further between adjustments. But either way, always use a pair of feeler gauges.
