It is not a direct bolt. The VFR uses a 20 mm front axle while the CBR929/954 uses a 25mm axle. You'll need to put some VFR bearings (or similar) into the CBR wheel. The bearings should swap over no problem.
As for the brakes, I really don't think so. You best option is to keep the VFR brakes, but that depends on if the bolt patterns much up. If they do, you can put your VFR discs onto the CBR wheel and add spacers accordingly. But, if you want to use the CBR discs, that's probably not going to work at all. The VFR forks are much closer together than the CBR forks.
The only direct replacement front wheel that would allow use of the stock rotors, axle, spacers, brakes on a VFR800 if the 99-00 Honda CBR F4. The F4i wheel and rotors may also work as I think the rotor Dia. & off-set is the same. (IMG:style_emoticons/oldemoticons/unsure.gif)

And the bolt circle isn't even remotely close, so you can't bolt VFR rotors to a 929/954 wheel.
929/954 and RC51 have the exact same rotor carrier bolt circle, but 330 mm rotor diameter for the CBRs and 320mm diameter for the RC.

Someone I know is selling a new 929/954 wheel for $125, and yes the rotors are new new too. It was bought by a friend of mine and he's looking to get rid of it. Do any of you guys have a use for it? If you do I can hold it for anyone that might want it. I figure the rotors alone are worth the money?

It's just too bad it'a a three spoke wheel, it will look funny with the five spoker in the rear...

Well, there you go Dino71. Get the CBR929/954 wheel, swap the bearings out with VFR800 or CBR600F4 bearings, and put CBR600F4i brake rotors on it. Shim and space brake calipers/rotors as necessary to achieve perfect fit. Then sell the CBR929/954 rotors on ebay to help recoup costs.
