2 vacum lines not attached.

Ok back story.  I recently failed emissions.  I have a 91 VFR 750F.   I pulled off the carb rack to clean the jets and replace the spark plugs.  So here is my dilema.  The four ports that the carb insulators sit on has 1 nipple on each port just below the carb insulators. one has a vaccum line attached and the other 3 have caps on them.  I noticed that there are 2 vaccum lines that are not connected... these lines are  just the right lenght to go to each nipple and looks like they would attached to the ones with the caps on them. im still looking for the 3rd vaccum line for the last nipple on the last port.  I bought the bike like this and was from CA.  I have passed emission in the past in AZ but it passed barley.  my last test was about 100 over the alowed 1800.  So i got 1900 on HC.  CO I passed with no problems. So any insight to these vaccum lines would be greatly be appricated.

Or if you prefer the wiseguy comment... Vacuum is negative pressure and you have two vacuum lines disconnected.  Negative x negative is a positive and you come out ahead. :ph34r:

You obviously need to get the vacuum leaks fixed, but they aren't causing your high HC levels. Next time, before you go to get tested, dump a bottle of rubbing alcohol in the gas tank, it'll drop your numbers pretty significantly.
