I did this on my '90, just after 1 burned up. I replaced it with another OE reg/rec, but this was before Honda updated it to the heatsink version. I never broke the one with the fan, for what it's worth...
7.5A?? I think those were meant for 0.5A.
But I like your creative mounting.
My computer fan has lasted 5 years of year round riding (so has the Suzuki R/R).
I've had one on my stock R/R for probably 7 or 8 years now with no problems.
works for me..if only for peace of mind.

The position is primarily driven by the -lack of- length of the tiny wires...
I suppose best would be under the heatsink, helping the warm air rising...

If you want air flow that way, just flip the fan over so it will pull air off the sink instead of blowing down onto it.
Nah.... tried that... the fan itself is flush with the surrounding plastic so I'd need to put tiny spacers as well. I'm committed to a good job, but there are limits! :beer:
How about reversing polarity of the wires?
Nah, that wouldn't work since the blades are made to go one way...
