I'm looking to purchase a Y2K with a low mount Staintune, can it be converted to a high mount?

Nope,....... At least not that easily/cheaply, as the "S" pipes on both versions are permanently welded to the can....

You can always buy it and advertise it on here in the classifieds for trade. Someone might have a high mount on their bike, that wants a low mount (for luggage possibly?).
