Air Funnels - Shorter Stacks Toward Front. .?

Why does the Honda Service Manual say to install the shorter air funnels forward AFTER 94? Is that a typo? Is there a difference between 94 and 95? Does it really make a difference if the shorter funnels face the front or the back of the air cleaner housing?

94 stacks are the same size. The 95 has two short and two tall.

Looks like the short one's are at the back.

That means that Honda made a performance change in the RC36 run. That's the first I've heard of one.
