Source for stepped/shoulder washer?

Hi guys I am sourcing necessary bits need to finally install auxiliary LED lighting for the Hawk and VFR. Going for low profile fender mount for triangulation as well. The Hawk has F2 front end and the fender bolts on there are pretty standard and straight forward install. However, on the VFR the fender holes are slightly enlarged, and uses M5 bolt but it is a stepped bolt. So I am using spacers to space the light out from the fender with a longer M5 bolt but now need to find a source for a stepped washer of the correct dimensions. Do any of you know where I can get these, or would I need them to be custom made? If anyone can help, let me know. I will attach picture of the stepped VFR bolt, spacer for the light, and a diagram of the stepped washer with dimensions needed.

Dimensions for stepped washer needed in mm:
 

A - 9
B - 6
C - 15
L - 4
T - 3

Are you guys able to help out with this?  Or is it something too complicated for your equipment at home?  Point me in another direction if you guys know/have time, thank you.

Hi

So the spacers fit in the stock 98 fender mount holes?  -- I just checked the OEM mount bolt and your

dim A = 8.43

C = 15 ok

L - 3.6 -- 4 is prob ok

T - no matter....

B  - kinda question mark  ---- stocks shoulder bolts are M6 x 10 

Probly a pic on waht your trying to do could help..... Would have to make these guys...

These are M6 bolts?  For some reason I thought they were M5?
