Can This Be Welded?

I hit an enormous series of potholes a couple days ago and noticed my exhaust sounded louder so pulled over and noticed the bracket securing the Vance & Hines ti pipe had broken off, resulting in the pipe hanging down and swinging out to the side- thankfully it didn't fall off but now I need to know if this bracket can be welded. Pretty sure I won't be able to find a new bracket. There appear to be some small rivets that were used to hold it together. 

It can be welded. Have to find someone who tig welds and knows what he is doing. Looks like that piece could be stainless.
