Hello guys, new to the VFR world. I recently bought this 1999 VFR with 20k on the clock. It's a very clean bike, but the previous owner told me the rectifier crapped out on him so he replaced it. He also said that he replaced the gauge cluster and ECU. I took some pictures: I am also having a problem with the speedometer, it is not working at all and seems to fluctuate randomly, and ends up resting at 170. I know it's not the speed sensor because the mileage reads correctly on the odom and trip meters.

The 10A fuse is for strobes that the prev owner installed in the turnsignal housing.
The heatsink looks like one from a Suzuki GSXR. But the connectors look like they're designed to be plug and play, so either someone took the time to make a nice bit of wiring, or it's a rick's R/r. Most likely a Ricks unit.
just to the rear (top in your picture) of the accessory fuse panel is a Honda factory cover with the lower right fastner removed. You can see the two holes that line up for the plastic fastener to attach the cover. You have a large bundle of wires running into that cover. That is where you ECM is located.
As for the third wire, the OCD installer may have included both switched and non-switched power with a common ground for each circuit.
Open that rear plastic cover and show us a pic of what you find.
