I'm looking to adjust the chain tension on my 98 and i need the tool for it, obviously. I'm wondering which on of the parts in the took kit it is. I'm thinking 5 but i'm not sure. if it is, what is 4 used for?

It’s part number 5. If you search adjusting chain on a Honda vfr800 on YouTube there are several videos showing how the tool is used. It is very easy.

i'm familiar with how to use the tool, just didn't know which it was.

is there something special about #7 that a standard socket can't do?

Nothing about #7 is special.  You need a 19mm six point socket to loosen the lug nuts.  The short lug wrench in the tool kit is there because it fits in the small tool kit.  A little easier than packing a socket and long ratchet in case of a side of the road tire change.
